兔子先生Names Maj. Gen. Victor R. Macias as Senior Vice President for Global Military Operations

Adelphi, Md. (June 16, 2025)鈥University of Maryland Global Campus (UMGC) has announced that U.S. Air Force Major General Victor R. Macias, a native of Chicago鈥檚 South Side and distinguished military, government and private-sector leader with 32 years of experience, has been named senior vice president for Global Military Operations. He began his new role today.

Macias will oversee the university鈥檚 military-related learners and a global footprint that spans more than 175 locations in more than 20 countries and territories around the world with administrative divisions in Maryland, Europe and Asia. More than half of UMGC鈥檚 nearly 100,000 students are military-affiliated (i.e., active-duty and veteran servicemembers and their dependents and members of the national guard and their dependents).

兔子先生was established in1947 with a mission to provide higher education to adults in the workforce and military servicemembers and veterans outside a traditional campus. The university began sending faculty to teach servicemembers in post-World War II Europe in 1949 and expanded to Asia in 1956 and to the Middle East in 2006.

Among his many roles and accomplishments, Macias has been recognized for outstanding performance within the U.S. Navy鈥檚 fighter jet community, flight instructor, mentor, manager and executive throughout his highly successful career.

He comes to 兔子先生from TeamWorx Security, a Columbia, Md.-based consultancy where he served as vice president for National and International Partner Strategy and led global efforts to strengthen cyber defense collaboration across government and allied partners.

Prior to this role and after completing an exceptional active-duty military career, Macias joined the Air National Guard and held senior roles to include Deputy Commanding General of U.S. Cyber Command鈥檚 elite Cyber National Mission Force at Ft. Meade, and previously as the Command鈥檚 senior national guard advisor and domestic operations lead advisor. He also was commander of the 175th Cyberspace Operations Group with the Air National Guard in Baltimore, providing full spectrum offensive and defensive operational cyber forces to U.S. Cyber Command and The United States Air Force.

Over the course of Macias鈥 cyber career, he had the unique experience of providing cyber expertise to state, federal, and international partners across the globe. Macias was a core member of many teams responsible for domestic preparedness and executing high profile events such as cyber tabletop exercise for a prior Maryland governor and cabinet. Additionally, he was hand-picked to lead extensive organizational transformations expanding computer network operations for offensive mission posture.

During his military career, Macias served in the U.S. Navy at Naval Air Station Oceana in Virginia Beach, Va., as a combat readiness officer for the F-14 fighter wing. He was responsible for the combat readiness of eleven F-14 Tomcat fighter squadrons and was an instructor for new pilots flying and using the Tomcat鈥檚 weapons systems.

He distinguished himself in the lead up to Operation Enduring Freedom in Afghanistan after being personally chosen by the commander of Fighter Wing Atlantic to lead efforts to prepare aircraft to be forward deployed globally.

As a F-14 Tomcat radar intercept officer for Fighter Squadron 11, Macias managed the NATO Forward Air Controller program, leading training and real-world scenarios, and participated in Iraq鈥檚 Operation Southern Watch.

As lead coordinator of the Squadron Combat Search and Rescue, Macias was hand-picked by the Carrier Air Wing Seven commander to lead Combat Search and Rescue exercises over southern Israel. He was awarded the Air Medal for successful completion of 30+ missions over Iraq and Bosnia. He has additionally been awarded numerous awards and decorations for personal and professional excellence.

Macias holds master鈥檚 degrees from the National War College (in national security strategy) and University of Maryland, Baltimore County (in cybersecurity). He completed executive development programs at the Harvard University Kennedy School of Government, Wharton Business School at the University of Pennsylvania, George Washington University,

Massachusetts Institute of Technology, and the Stanford University Graduate School of Business. Macias also attended the U.S. Air Force Air War College and earned a Bachelor of聽Science from the U.S. Naval Academy in Annapolis, Md.
